Amends Arizona Revised Statutes section 12-3301 to authorize duly appointed or certified private process servers to serve all process, writs, orders, pleadings, and papers required or permitted by law, with the same authority as sheriffs and constables except for writs requiring custody or sale of persons or property.

Designates private process servers as officers of the court.

Authorizes private process servers to enter and remain on real property while attempting to serve or serving process.

Authorizes private process servers to enter unannounced and remain in guarded or gated planned communities or condominium associations.

Requires private process server applicants to submit fingerprints for criminal background investigation conducted by the department of public safety, with applicants bearing the cost of the criminal history record check.
