Amends Arizona Revised Statutes Section 28-903 to permit motorcycle lane splitting under specific conditions, allowing operators to overtake vehicles in the same lane and operate between lanes of traffic.

Requires motorcycle operators and passengers to wear securely fastened protective helmets and have their headlamps illuminated when lane splitting.

Restricts lane splitting to situations where vehicles in adjacent lanes are traveling at speeds not exceeding 20 miles per hour.

Limits motorcycle speed during lane splitting to the lesser of 25 miles per hour or 10 miles per hour more than surrounding traffic.

Prohibits lane splitting on exit and entrance ramps to controlled access highways, while maintaining existing exceptions for peace officers performing official duties.
