Amends Arizona Revised Statutes Section 12-2101 to add appellate review jurisdiction for orders or judgments entered by the superior court pursuant to Title 22, Chapter 3, Article 5.

Amends Arizona Revised Statutes Section 22-375 to allow appeals to the court of appeals from superior court judgments in actions originally appealed from justice of the peace or municipal courts.

Changes the appeal standard from permitting appeals only in cases involving validity of taxes, assessments, fines, or statutes to allowing broader appellate review of final judgments from lower court appeals.

Clarifies that defendants, the state, and political subdivisions may appeal final judgments from the superior court when those judgments originated from justice of the peace or municipal court proceedings.
