Redirects state lottery revenues to fund local transportation assistance through a newly established Local Transportation Assistance Fund (section 28-8101), with $18-23 million annually allocated to cities, towns, counties, and public transit agencies based on population and matching requirements.

Creates the County Assistance Fund (section 41-175) to distribute up to $7.65 million annually from lottery revenues to Arizona counties, with 93.47% distributed equally among counties with populations of 500,000 or fewer and 6.53% among larger counties.

Establishes the Arizona State Parks Board Heritage Fund (section 41-502) to receive $10 million annually from lottery revenues for allocation across trails (5%), parks (35%), natural areas (17%), historic preservation (17%), state park acquisition (17%), and environmental education (5%).

Modifies lottery fund distributions in section 5-572 to prioritize payments for local transportation assistance, county assistance, and parks before allocating remaining monies to health programs, universities, and other state programs.

Adds local revenue requirements (section 28-6543) for counties with populations over 400,000 and cities/towns over 30,000 to certify they spend baseline amounts on street and highway purposes as a condition for receiving state transportation assistance funds.
