Amends harassment statute to include taunting or maliciously throwing objects at vulnerable users of public ways as a class 1 misdemeanor offense.

Creates new offense for motor vehicle operators who knowingly, intentionally, or recklessly operate within three feet of vulnerable users, distract them, or force them off roadways; violators face class 2 misdemeanor penalties.

Establishes enhanced penalties requiring traffic safety courses, 100-200 hours of community restitution, and suspended fines up to $12,500 and one-year driving suspension when violations result in serious physical injury or death.

Requires law enforcement to document in accident reports whether a citation and serious injury or death involved a vulnerable user of a public way.

Defines "vulnerable user of a public way" to include pedestrians, cyclists, skateboarders, wheelchair users, emergency responders, law enforcement, and highway workers in work zones.
