Prohibits the state, political subdivisions, departments, agencies, and health profession regulatory boards from punishing health professionals when patients decline testing, procedures, or professional recommendations during treatment.

Defines "punish" as imposing any penalty, sanction, or disciplinary action against a health professional.

Applies to patient refusals at any point during the course of treatment, including declined transfers of care.
