Amends Arizona law to make obscuring or hiding one's identity during unlawful assembly or riot a more serious offense, escalating the felony classification.

Changes unlawful assembly from a class 1 misdemeanor to a class 6 felony if the person obscures or hides their identity with a mask, disguise, makeup or other device.

Changes riot from a class 5 felony to a class 4 felony if the person obscures or hides their identity with a mask, disguise, makeup or other device.

Provides an affirmative defense for both offenses if the mask, disguise, makeup or other device was worn for a medical or religious purpose.
