Requires each municipal court to calculate net revenue growth annually and transfer amounts exceeding 120% of the prior year's net revenue to the state's victim compensation and assistance fund.

Allows municipal courts to assign fair market value to volunteer services and excludes court fees collected under section 22-404(B) and grant monies when calculating net revenues.

Establishes that transferred municipal court revenues shall be deposited into the victim compensation and assistance fund, which is administered by the Arizona criminal justice commission.

Amends section 41-2407 to include municipal court revenue transfers as a funding source for the victim compensation and assistance fund alongside existing sources like criminal justice surcharges and restitution monies.
