Amends A.R.S. § 37-1388 to establish standards for backflow prevention equipment on class 1 and class 2 fire protection systems in compliance with state fire code.

Requires check valve assemblies on class 1 or class 2 fire protection systems to be inspected annually with records provided to local fire departments and drinking water providers.

Mandates reporting of any malfunction or abnormality in check valve assemblies to local fire departments and drinking water providers within 24 hours.

Allows fire code authorities and drinking water providers to require backflow prevention equipment exceeding minimum state fire code standards only if a "special backflow condition" is identified, with consultation required between authorities before installation.

Defines "fire code authority" as the assistant director of the office of the state fire marshal (or designee), or for incorporated cities/towns with 100,000+ population, the municipal fire chief (or designee).
