Amends Arizona Revised Statutes section 41-713 to require the Department of Administration to post the annual telecommunications fund report on the department's website.

The telecommunications fund finances the telecommunications program office and receives revenues from legislative appropriations, grants, asset sales, and payments from agencies and political subdivisions for services.

The Department of Administration must prepare an annual report accounting for all monies deposited in the fund, their sources, how they were used in the preceding fiscal year, and plans for future use.

Fund monies, including subaccounts and private accounts such as the infrastructure investment account, remain subject to annual legislative appropriation.

Fund monies are exempt from lapsing of appropriations provisions under statute 35-190.
