Amends licensing requirements for child welfare agencies by changing references from "division" to "department" throughout statute 8-505.

Modifies foster home license validity periods beginning January 1, 2020: foster homes with no licensing violations or substantiated abuse/neglect reports in the prior two years receive licenses valid indefinitely until closure, revocation, suspension, or a violation occurs.

Requires foster parents with indefinite licenses to submit proof of 12 hours of approved ongoing training every two years instead of renewing their license.

Establishes that foster homes with specialized services certificates and those receiving children under the interstate compact continue to have two-year license periods.

Allows licensees to modify their renewal date by submitting an application to the department, with the new date no more than six months earlier than the existing renewal date.
