Amends section 28-4804 to redirect abandoned vehicle administration monies to the state highway fund instead of establishing a separate abandoned vehicle administration fund.

Modifies section 28-4805 to limit towing company reimbursement to vehicles abandoned on national forest, state park, Bureau of Land Management, or state trust land only.

Changes towing company reimbursement from twenty percent of collected fees to a flat $100 payment per abandoned vehicle towed.

Repeals section 28-4806 of Arizona Revised Statutes.
