Requires the governor's office of strategic planning and budgeting and joint legislative budget committee to jointly calculate and transmit a "truth-in-spending estimate" to legislative leaders by February 20 each year, beginning in 2019.

Calculates the estimate by taking current fiscal year general fund appropriations and multiplying by one plus the sum of: estimated population percentage change and GDP implicit price deflator percentage change.

If general fund appropriations decrease year-to-year, the estimate shall be the greater of either appropriations multiplied by 1.06 or the amount calculated under the standard formula.

Requires each house of the legislature to post a prominent notice on its website within 24 hours if any appropriations bill exceeds the truth-in-spending estimate, detailing the actual and estimated spending increase percentages.

Mandates the general appropriations act include a provision delineating total general fund appropriations for the next fiscal year and the corresponding truth-in-spending estimate.
