Amends section 48-3603 of Arizona Revised Statutes regarding powers and duties of county flood control districts.

Allows flood control districts to grant easements or leases of district property without public auction if proper notice procedures are followed, including posting on the property, district website, and local newspaper for at least 15 days.

Requires interested persons to have the opportunity to request public auction of proposed easements or leases during the 15-day notice period.

For leases, limits the exemption from public auction to properties with appraised rental value less than $5,000 per month.

Requires that compensation for easements or leases must be at least equal to the appraised value of the property as determined by the district.
