Amends section 15-182 to authorize the state board for charter schools to adopt rules and policies necessary to accomplish its purposes, and grants the board authority to recommend legislation pertaining to charter schools to the legislature.

Adds a new subsection G to section 41-1005 exempting the state board for charter schools from standard rulemaking procedures under Arizona Revised Statutes Chapter 41, articles 2-5.

Requires the state board for charter schools to provide at least two opportunities for public comment before implementing or changing any policy or rule.

Mandates that the state board for charter schools consider the fiscal impact of any proposed rule before adoption.

Exemption applies to policies and rules for the board and charter schools sponsored by the board, while maintaining transparency requirements for notice and public comment opportunities.
