Adds a new subsection K to section 15-241 establishing that pupils absent due to chronic health problems are not counted as chronically absent when the state board of education uses chronic absenteeism as a factor in determining school letter grades and achievement profiles.

Renumbers the existing final subsection from K to L in section 15-241, which defines "academic progress" as measures of both proficiency and academic gain.

Amends section 15-346 to include mental illness as a qualifying condition for pupils with chronic health problems, allowing them to be absent from school for intermittent periods without being marked as chronically absent.

Requires health professionals to be licensed under specific Arizona health professional licensing statutes (title 32, chapters 7, 8, 13, 14, 17, or 25) or be registered nurse practitioners licensed under title 32, chapter 15 to certify chronic health conditions.
