Requires school districts to submit annual financial reports to the department of education by October 15 and directs the department to prominently display this information on its website.

Maintains requirements for detailed reporting on expenditures from various funds including bond building fund, capital fund, and new school facilities fund, specifying costs for salaries, benefits, capital improvements, and land acquisition.

Allows school districts to publish annual financial reports through newspaper publication, electronic transmission to the department of education, official county newspaper, or direct mailing to households, with publication deadline of November 15.

Beginning in fiscal year 2020-2021, requires annual financial reports to include school-level data for charter schools and schools operated by school districts as prescribed in statute.
