Establishes a new Arizona Copper Star lottery game to be conducted at four-minute intervals, allowing players to purchase tickets for one to five, ten, twenty, fifty, or one hundred consecutive draws and select up to ten numbers between one and eighty.

Allocates 50% of Arizona Copper Star game revenues to prize payouts and 50% to the state general fund, with the latter distributed as follows: 40% to the Department of Public Safety, 40% to kindergarten programs in public schools, 5% to the Internet Crimes Against Children Enforcement Fund, and 5% equally among Arizona counties.

Retains 10% of revenues from the Arizona Copper Star game in the state general fund for uses prescribed by law.

Maintains existing prohibitions on online keno games, internet-based games, and gaming devices or video lottery terminals in state lottery operations.
