Department of Health Services must adopt rules within one year addressing registered nonprofit medical marijuana dispensaries that relocate outside their original community health analysis area.

Department must establish rules for labeling and testing of edible medical marijuana products.

Department must review application and renewal fees for nonprofit medical marijuana dispensaries and agents, and modify fees if necessary.

$5,000,000 is appropriated from the medical marijuana fund in fiscal year 2018-2019 to the Arizona Criminal Justice Commission for grants to law enforcement agencies to enforce drug trafficking and distribution crimes.

Bill requires a three-fourths vote in both houses of the legislature to be effective.
