Amends section 8-144 to clarify that subsidy agreements must contain provisions for periodic review as defined by the department before the final adoption decree is issued.

Extends adoption subsidy eligibility through age 21 for individuals enrolled in and regularly attending school, unless they have received a high school diploma or certificate of equivalency.

Amends section 8-164 to limit nonrecurring adoption expenses to $2,000 per adoption petition and prohibit payment for siblings or half-siblings adopted by the same parents unless their parental rights were terminated within 60 days and they are on the same petition, except for good cause.

Establishes a 9-month deadline for submitting nonrecurring adoption expense claims after the final decree of adoption, with limited exceptions.

Clarifies that nonrecurring adoption expenses do not cover family counseling received before the final decree of adoption or onetime home remodeling and renovation costs.
