Amends Arizona law to add new unlawful practices in charitable solicitations, including misrepresenting that donations are tax deductible, going to nonprofit corporations, or enabling tax credits.

Requires charitable organizations and for-profit companies operating collection sites for donated items to post clear signage indicating ownership and how proceeds will be used.

Defines collection site ownership as receiving at least 51 percent of proceeds from retail sales of donated items.

Establishes criminal penalties: Class 6 felony for contracted fund raisers and Class 1 misdemeanor for independent solicitors who knowingly violate unlawful practices.

Authorizes the Attorney General to impose civil penalties of up to $1,000 per violation in addition to criminal penalties.
