Increases the number of governor-appointed members of the Arizona Criminal Justice Commission from 14 to 17 members.

Increases the maximum number of governor-appointed members from the same political party from 7 to 9 members.

Adds three new required member positions: a person leading an indigent defense agency, a person leading a private nonprofit juvenile justice organization, and a licensed psychiatrist or psychologist with criminal justice system experience.

Establishes staggered initial terms for the three additional members, with one term ending January 9, 2019 and two terms ending January 8, 2020.
