Establishes Grand Canyon National Park special plates requiring a $32,000 implementation fee by December 31, 2019, with a $25 annual fee ($8 administration, $17 donation) and creates the Grand Canyon National Park Special Plate Fund to support qualified charitable organizations partnering with Grand Canyon National Park.

Creates Distinguished Flying Cross license plates for veterans who are bona fide Distinguished Flying Cross recipients and their immediate family members, with a $25 original fee and $5 annual renewal fee deposited to the veterans' donations fund.

Allows personalized special plates to be combined with Grand Canyon National Park special plates with additional personalized plate fees.

Updates multiple statutes (28-2351, 28-2403, 28-6501, 28-6991, 28-6993, and 41-608) to reference the new special plate sections and adjust fund allocations accordingly.

Effective date of August 31, 2019.
