Amends the process for determining unit owners' respective interests when a condominium is terminated, requiring an independent appraiser selected by the association to determine fair market values of units and common elements.

Allows unit owners to obtain a second independent appraisal at their own expense if they dispute the association's appraisal; if the difference is 2% or less, the higher appraisal is final.

If the second appraisal differs by more than 2% from the association's appraisal, the unit owner receives the average of both amounts plus an additional 5% for relocation costs.

Adds a new subsection declaring that any declaration provisions conflicting with the new appraisal procedures are void as a matter of public policy.

Applies the amended provisions retroactively to all condominiums created in Arizona regardless of creation date.
