Establishes a joint select committee on corrections consisting of 3 senate members, 3 house members, the governor or designee, the state corrections director or designee, and the administration director or designee.

Committee shall meet at least twice annually and elect a chairperson from voting members; quorum requires 4 voting members; non-voting members include the governor, corrections director, and administration director.

Committee shall receive testimony on prison bed construction schedules, inmate population growth or decline, inmate deaths, complaints, food services, and heating/air conditioning systems within prisons.

Committee must review and make recommendations to the legislature regarding future prisons and capital investments to improve conditions of confinement and working conditions for corrections staff, and shall review private incarceration facility sites.

Committee shall submit annual reports to the governor, senate president, and house speaker by October 15 and provide copies to the secretary of state; committee terminates on July 1, 2026.
