Amends Arizona Revised Statutes section 13-716 regarding parole eligibility for juvenile offenders sentenced to life imprisonment.

Makes persons who committed offenses before age 18 and received life sentences with parole eligibility eligible for parole upon completion of their minimum sentence, regardless of when the offense was committed.

Changes parole duration from a fixed life sentence to "up to the remainder of the person's life," allowing for earlier parole termination under certain conditions.

Grants the Board of Executive Clemency authority to determine the specific length of parole for these offenders.

Maintains that parole can still be revoked pursuant to section 31-415.
