Establishes an industrial hemp agricultural pilot program under Arizona Department of Agriculture oversight, allowing licensed growers, harvesters, transporters, and processors to cultivate cannabis sativa L. with delta-9 tetrahydrocannabinol concentration not exceeding 0.3% on a dry-weight basis.

Creates an industrial hemp trust fund supported by licensing fees to fund department activities including licensing, testing, inspection, and supervision of industrial hemp production.

Requires applicants to obtain a valid fingerprint clearance card and mandates annual licensing (or biennial at twice the annual fee) with departmental authority to revoke licenses for violations.

Provides an affirmative defense to marijuana possession charges for licensed industrial hemp operators in compliance with the article, and exempts licensed hemp operations from marijuana criminal statutes under specified conditions.

Appropriates $250,000 and 3 FTE positions plus $500,000 to the Arizona Department of Agriculture for implementation, with the article becoming effective one year after the bill's enactment.
