Amends Arizona Revised Statutes Section 20-420 to add exemption from surplus lines provisions for insurance covering federally recognized Indian tribes or their members on subjects located wholly within tribal reservation boundaries.

Renumbers existing exemption categories, moving railroad insurance from category 3 to category 4.

Requires insurance producers placing these exempt classes of insurance with unauthorized insurers to maintain detailed records as required for surplus lines insurance.

Mandates insurance producers preserve records for not less than three years after policy expiration or cancellation and make records available for examination by the director.
