AZ SB1114

Amends Arizona Revised Statutes Section 48-805.01 to allow cities, towns, counties, and fire districts to form separate legal entities to jointly exercise common powers including fire protection, emergency medical services, and ambulance transportation services.

Requires all current and prospective employees and volunteers of joint powers authorities to submit full fingerprints for state and federal criminal records checks through the Department of Public Safety and Federal Bureau of Investigation.

Establishes that separate legal entities formed under this provision are political subdivisions of Arizona with governmental powers, property tax immunity, and the ability to incur obligations and issue general obligation bonds subject to voter approval.

Authorizes joint powers authorities to separately contract with participating parties or other public agencies and provides that limitations on common powers apply only to participating entities in specific undertakings.

Designates the act as an emergency measure operative immediately and was approved by the Governor on March 20, 2018.
