SB 1115 Summary

• Requires health insurance plans with prescription drug benefits to cover at least two brand name abuse-deterrent opioid analgesic drugs with different active ingredients on the lowest cost tier for brand name drugs.

• Requires coverage of at least two generic abuse-deterrent opioid drugs with different active ingredients on the lowest cost tier for generic drugs, if available.

• Prohibits insurers from requiring patients to try non-abuse-deterrent opioids first before covering abuse-deterrent opioid products.

• Allows insurers to conduct utilization review and preauthorization for abuse-deterrent opioids only if the same review requirements apply equally to non-abuse-deterrent opioids in the same formulary tier.

• Applies to health insurance corporations, health care services organizations, disability insurers, and group or blanket disability insurers offering prescription drug coverage in Arizona.
