Amends section 4-244 of Arizona Revised Statutes regarding unlawful acts related to liquor licenses by clarifying firearm possession rules at on-sale retail establishments.

Expands the definition of who may possess firearms on licensed on-sale retail premises to include peace officers while on or off duty, members of sheriff's volunteer posses with approved firearms training, retired peace officers, and honorably retired law enforcement officers with firearms proficiency certificates.

Permits individuals with concealed carry permits under section 13-3112 to carry concealed handguns on on-sale retail premises that have not posted a notice prohibiting firearms pursuant to section 4-229.

Prohibits any person in possession of a firearm from consuming spirituous liquor while on the licensed premises of an on-sale retailer, with an exception for undercover peace officers investigating the establishment.
