Adds "hosted event" as a new category of reportable expenditures, defined as events or functions organized and paid for by a principal to which state officers or employees are invited, including parties, dinners, and luncheons but excluding athletic events or entertainment.

Requires principals and lobbyists to report hosted event expenditures based on the actual cost of food, beverage, and tangible benefits received by individual state officers or employees, not the overall sponsorship amount paid by the principal or lobbyist.

Adds "hosted event" as a separate reporting category (category 3) in the expenditure reporting requirements, alongside existing categories for food/beverages, speaking engagements, travel/lodging, flowers, and other expenditures.

Clarifies that the person or lobbyist who invites state officers and employees to a hosted event is responsible for reporting the expenditures incurred for that event.

Renumbers subsequent definitions in section 41-1231 to accommodate the new "hosted event" definition inserted at definition 10.
