Allows voter registration by mail to be valid if postmarked at least 29 days before an election and received by the county recorder by 7:00 p.m. on election day, or if dated at least 29 days before and received within five days after the registration deadline.

Permits voter registration completed in person at a county recorder's office until midnight of the 14th day before an election and received by 7:00 p.m. on election day.

Establishes that electronically generated voter registrations transmitted to the department of transportation before midnight of the 14th day before an election are valid if received by the county recorder by 7:00 p.m. on election day.

Allows voter registrations submitted by any other means to be valid if dated at least 29 days before the election and received by the county recorder by 7:00 p.m. on election day.

Provides that if the voter registration deadline falls on a Saturday, Sunday, or legal holiday, registrations received on the next business day are deemed timely.
