Amends Arizona Revised Statutes Section 16-241 to allow independent voters (those registered without a political party designation) to participate in presidential preference elections by selecting the ballot of the political party of their choice.

Presidential preference elections continue to be held on the Tuesday immediately following March 15 in presidential election years, allowing qualified voters to express their presidential candidate preference.

Maintains existing procedures for conducting and canvassing presidential preference elections consistent with primary election rules, with the governor retaining authority to issue a proclamation moving the election date if necessary.

Applies all existing election laws and penalties to presidential preference elections, including provisions governing voter registration, qualifications, and election administration by county officials.
