Amends Arizona Revised Statutes section 16-579 to allow valid identification cards issued by accredited postsecondary educational institutions in Arizona to be used as a form of voter identification at polling places.

Permits student ID cards to satisfy identification requirements when accompanied by one of the secondary documents listed in statute (such as utility bills, bank statements, or vehicle registration), similar to how U.S. military identification cards are treated.

Applies to electors who present a valid student identification card that bears photograph and name but lacks a current address or has an address that does not match the precinct register.

Requires a three-fourths vote of both houses of the legislature for this amendment to become effective, pursuant to Arizona Constitution article IV, part 1, section 1.

Does not change provisional ballot procedures for electors who fail to present compliant identification.
