Allows early ballots postmarked by United States mail on election day to be counted, in addition to ballots received by 7:00 p.m. on election day.

Applies the election day postmark acceptance standard to federal write-in early ballots for overseas voters under the Uniformed and Overseas Citizens Absentee Voting Act.

Extends the postmark deadline to early ballots received by county recorders, ballots deposited at polling places, and ballots in special district mail ballot elections.

Amends sections 16-543.02, 16-547, 16-548, 16-551, and 16-558.01 of the Arizona Revised Statutes to implement the postmark-based deadline throughout early voting procedures.

Maintains the 7:00 p.m. election day deadline for in-person delivery while adding an alternative postmark deadline for mailed ballots.
