Allows voters who move within the same county and fail to update their address before election day to correct their voter registration at the polling place for their new address.

Requires election boards to verify that a voter's residence address is within the precinct; if not verified, the voter must be directed to the correct precinct or offered a provisional ballot with a warning that portions may not be counted.

Mandates the Secretary of State design a provisional ballot envelope template for voters who refuse to go to their correct precinct, including sections to record the directed precinct and signature lines for both the voter and election official confirming the warning was given.

Establishes that provisional ballots cast in the correct county but wrong precinct shall be partially counted (only votes the voter was eligible to cast in their actual precinct) while ballots cast outside the voter's county shall not be counted at all.

Requires county recorders to notify provisional ballot voters at no cost whether their ballot was counted and, if not, the reason, using methods such as mail, toll-free telephone, or internet access.
