Amends Arizona Revised Statutes section 16-584 to modify procedures for provisional ballots cast by electors not on the precinct register.

Allows qualified electors to vote provisional ballots upon presentation of identification verifying their name and residence address within the precinct, or by signing an affirmation of voter registration and eligibility.

Requires county recorder verification of provisional ballots within 10 calendar days after general elections involving federal offices, or within 5 business days after other elections.

Permits voters who moved within the county but failed to update their address to vote provisional ballots and correct their voting records for future elections upon presenting valid identification.

Requires county recorders to provide notification to provisional ballot voters at no cost regarding whether their ballot was verified and counted, using methods such as mail, toll-free telephone, or internet access.
