Allows qualified electors not on precinct registers to vote provisional ballots upon presentation of identification with name and residence address verified to be in the precinct, or upon signing an affirmation of voter eligibility.

Permits voters who moved within the county without notifying the county recorder to vote provisional ballots at their new precinct after presenting identification showing their new address.

Requires county recorder to count votes from provisional ballots cast in incorrect precincts only for candidates and ballot measures for which the voter was entitled to vote based on their residence, with duplicate ballots created for valid votes.

Mandates county recorder or election officer to notify provisional ballot voters at no cost whether their ballot was verified and counted, using methods such as mail, toll-free telephone, or internet access.

Requires provisional ballot verification within ten calendar days after general elections including federal offices or within five business days after other elections.
