Amends Arizona Revised Statutes section 15-913.01 to expand county jail education program eligibility from prisoners under 18 years of age to include prisoners with disabilities up to 21 years of age.

Requires county jail education programs to serve all eligible prisoners who do not have a high school diploma or general equivalency diploma and lack a high school diploma or GED.

Maintains existing funding mechanisms for county jail education programs, including base and variable funding amounts determined by instructional days and pupil counts.

Allows counties to operate programs through accommodation schools at 72% of standard funding rates or through separate county jail education funds established by the county school superintendent.

Requires county school superintendents to develop policies for transferring educational records of prisoners transferred from juvenile detention centers or other public agencies.
