Requires minors age 16-17 to obtain an emancipation order (pursuant to Title 12, Chapter 15 or from another state) before marrying, instead of just obtaining parental consent.

Prohibits marriage for anyone under age 16 without exception.

Removes previous court approval process for minors under 16, including requirements for premarital counseling and judicial findings on voluntary consent and best interests of the minor.

Directs the clerk of the superior court to refuse marriage licenses to anyone under 18 who does not meet the emancipation requirements.

Repeals Arizona Revised Statutes Section 25-122 (former statute governing minors' marriages).
