Establishes kinship foster care services for children removed from their homes, promoting placement with relatives instead of non-family foster care.

Requires kinship foster care parent applicants to be at least 18 years old and submit to criminal background checks, home visits, and interviews to determine ability to meet the child's needs.

Authorizes kinship foster care parents to receive full foster care benefits, temporary assistance for needy families payments, and supplemental financial support.

Requires the Department of Child Safety to provide nonfinancial services including case management, child day care, parenting training, transportation, and respite services.

Establishes a $150 monthly stipend for kinship foster care parents who do not receive other financial services, if the child has been placed for at least one year and the caregiver's income does not exceed 200% of federal poverty guidelines.
