Adds Article 9 to Title 15, Chapter 9 of Arizona Revised Statutes to establish procedures for handling federal monies received by the Arizona Department of Education.

Defines "noncustodial federal monies" as federal funds designated as block grants, general revenue sharing, or funds providing the state broad authority over spending decisions for programs or services.

Includes federal monies essential to meet total spending obligations when the federal government requires at least one percent of program funding to come from Arizona.

Excludes from the definition any federal monies awarded directly to school districts or charter schools.

Requires the Department of Education to maintain separate accounting for all federal monies received and submit an annual report to the Joint Legislative Budget Committee by December 1 each year detailing all federal monies and how they were allocated.
