Corrects spelling of "applicaton" to "application" in subsection C regarding certificates of exemption for groundwater use.

Clarifies that groundwater legally withdrawn and transported is not deemed illegal for purposes of determining grandfathered rights.

Establishes three categories of grandfathered groundwater rights: non-irrigation rights associated with retired irrigated land, non-irrigation rights not associated with retired irrigated land, and irrigation grandfathered rights.
