Amends Arizona Revised Statutes Section 11-1023 concerning unauthorized release of confined animals.

Clarifies that the statute applies to animals lawfully confined for scientific, research, commercial, educational, public event, display, or exhibition purposes.

Maintains the criminal penalty of class 6 felony for intentionally releasing such animals without owner or custodian consent.

Preserves civil liability for damages including costs to restore animals to confinement and health condition, property damage caused by released animals, and costs associated with failed experiments or lost market value.
