Adds exemption to Arizona Administrative Procedure Act for calculations performed by the Department of Economic Security related to adjustments of sliding fee scales and formulas for determining child care assistance under section 46-805.

Requires the Department of Economic Security to annually review and adjust the sliding fee scale and formula for determining child care assistance based on income, family size, number of children, child support obligations, and earnings of family members or cohabitants in the home.

Requires the department to post on its website the current payment rates and sliding fee scale and formula for determining child care assistance.

Creates new requirement for the department to notify the Senate health and human services committee and House health committee within 30 days if the federal government ceases to calculate and publish federal poverty guidelines.

Maintains existing child care assistance payment rate provisions allowing different payment levels based on provider category, child age, geographic area, accreditation status, and special needs circumstances.
