Expands the definition of "special needs" in adoption subsidy law to include children at high risk of severe emotional disturbance if removed from the care of permanent guardians, in addition to foster parents.

Authorizes permanent guardians appointed under chapter 4, article 12 of Arizona Revised Statutes to apply for adoption subsidies, alongside existing eligibility for foster parents and other adoptive persons.

Establishes that permanent guardians receiving subsidies are eligible for the permanent guardianship subsidy rate set by the department.

Restructures and renumbers permanent guardianship subsidy provisions in section 8-814 to clarify requirements for subsidy applications, annual reviews, benefit offsets, and discontinuation conditions.

Permits subsidy continuation until age 22 for children regularly attending school without a high school diploma or certificate of equivalency.
