Amends Arizona Revised Statutes Section 15-716 to allow school districts to provide instruction on AIDS and HIV to students in kindergarten through grade 12.

Requires any instruction to be age-appropriate, medically accurate, promote abstinence, discourage drug abuse, and dispel myths about HIV transmission.

Repeals the previous prohibition that banned instruction portraying homosexuality as a positive alternative lifestyle or suggesting safe methods of homosexual sex.

Allows the Department of Health Services or Department of Education to review instructional materials for medical accuracy at a district's request and provide teacher training and curriculum resources.

Permits parents to request their child be excused from AIDS/HIV instruction, with school districts required to notify all parents of this opt-out right.
