Allows teachers to remove pupils from classrooms unless a school district governing board policy specifies otherwise, if the pupil has repeatedly interfered with instruction or has unruly, disruptive, or abusive behavior.

Establishes a placement review committee at each school composed of two teachers and one administrator to review teacher requests for pupil classroom reassignment and make recommendations on expelled pupil readmission.

Requires consideration of teacher reassignment requests within three school days; if approved, the pupil must be reassigned to another classroom; if rejected, the pupil returns to the original classroom but remains subject to disciplinary consequences.

Allows school districts to reassign pupils who threaten an educational institution to alternative education programs if they participate in mediation, community service, restitution, or other accountability programs.

Clarifies that the principal cannot return a removed pupil to the original classroom without teacher consent unless determining such return is the best or only practicable alternative.
