Repeals Arizona Revised Statutes Section 15-249.08, which established results-based funding for schools.

Amends Section 15-249.09 to expand the early literacy grant program to include prekindergarten students alongside kindergarten and grades 1-3, with grants awarded on a three-year cycle based on available funding per pupil basis.

Eligible schools must have at least 90 percent of students eligible for free and reduced-price lunches to receive early literacy grants for evidence-based reading interventions, coaches, curricula, and tutoring programs.

Appropriates $37.6 million from the state general fund in fiscal year 2018-2019 to the early childhood development and health fund to support high-quality early education opportunities.

Establishes July 1, 2025 as the termination date for the early literacy grant program per the sunset provision in statute.
